NC3

Fire Safe Construction Advisory Council (FSCAC) Promoting the use of non-combustible concrete construction (NC3) as part of a balanced design to aid in the preservation of life and property.

The Fire Safe Construction Advisory Council is a coalition group comprised of masonry, cement, and precast industries who are committed to promoting safety through the use of non-combustible concrete construction. We are working to make positive changes to the building codes at the state and local municipality level to improve property protection and life safety in multi-residential and industrial structures by promoting compartmentation through balanced design.

Balanced Design is a concept that utilizes Active and Passive protection for the citizens in every community.

In 2008, the Fire Safe Construction Advisory Council introduced the following bills at the Virginia General Assembly:

Summary as introduced:
Uniform Statewide Building Code; use of noncombustible materials in the construction of certain structures. Requires the Board of Housing and Community Development to promulgate regulations establishing standards for requiring the use of noncombustible materials in the construction of assisted living facilities, residential dwelling units designed or developed and marketed to senior citizens, nursing homes, and nursing facilities.

Summary as introduced: Juvenile facilities; smoke detectors, etc. Requires the Board of Juvenile Justice to promulgate regulations requiring smoke detectors, fire suppression systems, and fire-safe construction materials for use in juvenile facilities.
