Fire Safe Construction Advisory Council (FSCAC) Promoting the use of non-combustible concrete construction (NC3) as part of a balanced design to aid in the preservation of life and property. The Fire Safe Construction Advisory Council is a coalition group comprised of masonry, cement, and precast industries who are committed to promoting safety through the use of non-combustible concrete construction. We are working to make positive changes to the building codes at the state and local municipality level to improve property protection and life safety in multi-residential and industrial structures by promoting compartmentation through balanced design. Balanced Design is a concept that utilizes Active and Passive protection for the citizens in every community. In 2008, the Fire Safe Construction Advisory Council introduced the following bills at the Virginia General Assembly: Senate Bill 167 Summary as introduced:
Summary as introduced: Juvenile facilities; smoke detectors, etc. Requires the Board of Juvenile Justice to promulgate regulations requiring smoke detectors, fire suppression systems, and fire-safe construction materials for use in juvenile facilities.
